PPMO Center of Excellence Mission
The mission of the Project Portfolio Management Office (PPMO) Center of Excellence (CoE) is to continuously improve service and project delivery to the university using best-practice frameworks and transparent, inclusive IT governance structures.
PPMO Center of Excellence Purpose

The Project Portfolio Management Office Center of Excellence (PPMO-CoE) represents a strategic organizational structure designed to maximize the value derived from the IT project portfolio through shared values and frameworks, transparent and effective governance, and resource optimization. The primary purpose of establishing a PPMO-CoE is to provide a structured approach to managing projects and programs that align with WashU’s strategic objectives. This ensures that every project delivers the intended business value and contributes significantly to the university’s goals.
PPMO Center of Excellence Goals
Through the following objectives, the PPMO-CoE strives to create a cohesive and disciplined environment where projects are executed efficiently, risks are managed proactively, and the organization achieves sustained success in its strategic endeavors. The PPMO-CoE drives the organization towards its vision and operates at the pinnacle of project, program, capacity, demand, and value management maturity by fostering best practices, promoting continuous improvement, and ensuring alignment with business goals.
Ensure that every project and program within the portfolio aligns with the organization’s strategic and operational goals and objectives. Key actions include:
- Establishing frameworks and criteria for project selection and prioritization directly linked to strategic initiatives.
- Facilitating regular reviews and adjustments to align the portfolio with shifting business strategies.
Establish, document, and maintain best practice frameworks and associated tools that ensure quality project delivery of the intended business value. Key actions include:
- Monitoring the industry’s best practices
- Aligning processes and templates to the best practices
- Regularly analyzing our system capabilities against the best practices
- Maintaining concise, easy-to-use documentation
Monitor and measure the performance of individual projects, programs, and the overall project portfolio to drive continuous improvement. Key actions include:
- Implementing key performance indicators (KPIs) and performance measurement systems to track project progress, quality, and benefit realization.
- Using data analytics to identify trends, provide insights, and support data-driven decision-making.
Manage and allocate resources efficiently across the entire portfolio, ensuring optimal use of talent, budget, and time. Key actions include:
- Planning and implementing resource management tools and techniques to allocate resources based on organizational priorities
- Regularly assess resource capacity and demand to identify and address gaps proactively.
Serve as a virtual center of knowledge, leveraging existing expertise and resources to enhance the skills and competencies of the project management professionals within the organization to attain and sustain world-class performance and value. Key actions include:
- Providing training, mentorship, and development programs to promote a culture of learning and continuous professional growth.
- Formal communities of practice are established to facilitate knowledge sharing and collaboration across WashU IT.
Foster effective communication and collaboration among all stakeholders in IT governance and project, program, and portfolio management. Key actions include:
- Developing communication plans and engagement strategies to ensure consistent and transparent information flow.
Foster a culture of change impact and awareness, partnering with the Organizational Change Management Center of Excellence (OCM CoE) to ensure project leaders are equipped with the foundational skills and knowledge to effectively plan and manage change resulting from projects.
Serve as subject matter experts for all related practices, providing consultation and support to project and program management practitioners, stakeholders, and sponsors. Key actions include:
- Formal request forms for services in ServiceNow
- Open office hours
- Regular presentations
- Sharing with resource and project managers
- Available consulting services for specific projects or programs
PPMO Center of Excellence Governance
Governance of the PPMO-CoE is essential to ensure its activities are aligned with stated CoE objectives and to ensure adherence to CoE decision rights. The planning, development, and execution of stated CoE objectives will be collaborative and transparent across WashU IT and its IT@WashU partners. The following organizational structure will be utilized to ensure effective leadership, governance, participation, and engagement.
